The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are issued from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from enemy soil, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that European nations are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new proposal from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, endure.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
